Norbert Gaillard is an economist and independent consultant. His PhD dissertation, completed in 2008 and supervised by Professor Marc Flandreau, dealt with sovereign ratings methodologies. Norbert Gaillard was a Fulbright Fellow at Princeton University. He has served as consultant to the IFC, the World Bank, the Caisse des Dépôts et Consignations (France), the State of Sonora (Mexico), the OECD, and the European Parliament. He is currently visiting professor at the Graduate Institute (Geneva). He has written several research articles on sovereign debt and credit rating agencies. Peter is economics and finance counselor at the Delegation of the European Commission to the USA, covering in particular financial services and financial markets regulation. Prior to his posting to Washington DC in August 2008, Peter was a member of Internal Market and Services Commissioner Charlie McCreevy's Private Office. He advised the commissioner since his nomination in August 2004 and prepared him for his confirmation hearing.
