Jeff Gongoer Dowana, Sr.

Mr. Jeff Gongoer Dowana, Sr. is a veteran diplomat with over 35 years in foreign service for the Government of Liberia.  He began his service in 1981 at the Ministry of Foreign Affairs where he rose through the ranks over a span of 10 years in various positions, including Director of Passports and Visas, Director for Administration and briefly Acting Assistant Minister for Administration.

Mr. Dowana underwent a course of study in Diplomacy in Berlin, Germany in 1988, and thereafter was posted at the Liberian Embassy in Paris, France for 7 years as a senior Diplomat.

Mr. Dowana also served at the Embassy of the Republic of Liberia in London for a little over 6 years. Four of those years he served as Charge d’Affaires accredited to the Court of St. James.

At the inception of the new Government of Her Excellency Mrs. Ellen Johnson-Sirleaf, Mr. Dowana was posted as Consul General for the Republic of Liberia in New York, a position he served in for 6 years.

Due to his dedication to duty and proven service, Mr. Dowana was later transferred as Minister Plenipotentiary /Deputy Chief of Mission at the Embassy of the Republic of Liberia in Washington D.C., a position he held from 2012 to 2016.  At the beginning of 2017 the Ambassadorial position became vacant and Mr. Dowana assumed the role of Charge’ d’Affaires, a.i.at the Embassy of the Republic of Liberia, Washington, D.C., a position he currently holds.

Mr. Dowana is a 1981 graduate of the University of Liberia. He has attended several international conferences abroad. He represented Government in many capacities, including at UNESCO in Paris, and member of the United Nations 5th Committee in New York, when he was Liberia’s Consul General.

Mr. Dowana is married with three children. He holds a Master’s Degree in Organizational Leadership from NYACK College in New York.
